Observability and Monitoring Plan

Design an observability plan for {{service}}. Recommend the key metrics, logs, and traces to capture, what good signals versus noise look like, the dashboards and alerts that matter (and which cause fatigue), how to correlate across services, and the SLOs to track. Focus on being able to answer is it broken and why quickly, not collecting everything. Note one thing teams usually forget to instrument.
